As the balance of power between nations is shifting, global governance is set for profound change, from the Bretton Woods institutions to the United Nations Security Council. The emerging arrangement will crystallize power and status. The outcome is uncertain. Tensions are already occurring. The G20, which gathers key stakeholders, has come to occupy centre stage during the financial crisis. But can it become the linchpin of global governance? Is it legitimate?
